Many popular apps on both Android and <a href="https://hackernoon.com/tagged/ios" target="_blank">iOS</a> make extensive use of on-device <a href="https://hackernoon.com/tagged/machine-learning" target="_blank">machine learning</a>. Apps like Inbox by Gmail or Siri make use of on device machine learning because it’s faster and does a better job of protecting a user’s privacy. <a href="https://developer.apple.com/machine-learning/" target="_blank">iOS</a> and <a href="https://developer.android.com/ndk/guides/neuralnetworks/index.html" target="_blank">Android</a> both have proper API support for using on device, neural networks for prediction purposes. On both platforms you can either wire up your own neural network or use a higher level framework like TensorFlow to do the heavy lifting for you.
