Fortunately, there is a satisfactory answer to this: supporting the model behind the NLU in Power Virtual Agents with another model - text-davinci-003 from OpenAI. Background Trigger phrases in Power Virtual Agents are words or phrases that can be used to initiate a conversation with a bot. They can be used to start a new conversation, ask specific questions, or provide instructions to the bot. Trigger phrases are defined in the bot's topic.
