Coincidentally, in the morning before the announcement of the eagerly awaited results of , I had the opportunity to sit down with a self-proclaimed “data nerd” and innovator in the space, . Through projects like , Carl works on programmatic mechanisms to fund public goods more sustainably. Known for his expertise in impact verification, a key theme of our conversation, his name is associated with projects like , , and . Let’s dive in. Optimism’s Retro PGF Round 3 Carl Cervone Open Source Observer Hypercerts Gitcoin Protocol Labs Carl, what are you working on these days? Right now, my main project is Open Source Observer—it’s the first we’re launching from a new company called Kariba Labs. We aim to find new ways to measure the impact of different open-source software contributions. Today, we have a pretty well-established infrastructure for funding public goods in the real world, which includes everything from taxes to donating to nonprofits or companies engaging in social responsibility. But as more public goods are moving online and are influenced by digital technology, there’s a need for new structures to fund the essential public goods that support our digital ecosystems. Naturally, one of the challenges is the decentralized nature of these public goods. They aren’t confined to any jurisdiction or municipality, and their contributors and users are global and diverse. So, how do we identify what impact looks like, how do we fund it, and how do we reward the people contributing the most to it? That’s the puzzle we’re trying to solve. So, what does the digital public goods funding space look like today? There’s a clear focus on public goods in the Ethereum ecosystem, covering everything from educational efforts to UX to more technically sophisticated parts of the core infrastructure stack. Interestingly, this desire spans across actors—individuals, with their own treasuries, even the leading Layer 2s like Optimism and Arbitrum, and of course Ethereum itself through the Ethereum Foundation. But even if extremely valuable, public goods don’t tend to have traditional revenue generation models. That’s why it’s necessary for the network to come up with different ways to fund these public goods and for the community to embrace these efforts by  saying: “We value these public goods, and we need to fund them well.” DAOs In practice, this means we have funding sources here and deserving projects there and a range of funding allocation mechanisms bridging the two. On one end of the spectrum, there are more traditional structures like RFPs and grant-making cycles, where a foundation might say, “We have a certain amount of money to give out; you can apply.” Then, a team reviews each project, decides if they like it, and if so, awards funding. On the other end of the spectrum are purely bottom-up, community-driven processes such as Gitcoin Grants. With Gitcoin, anyone can say, “We are a project; here’s our community, and we'd like to compete for some funding.” Every quarter, there are matching pools, and the amount of funding a project receives is determined by the number of votes it gets based on a specific formula. This approach has enabled hundreds, even thousands, of projects to receive funding every quarter. Many are small-scale, but some have grown from part-time projects to full-time employment for their teams. It's exciting because creating ways for people to work on public goods, especially those without traditional revenue models but that create immense value, addresses some of our biggest challenges. You essentially transform a role traditionally held by the government into a thriving, decentralized community. All of this ties in closely with impact verification, right? Exactly. And that’s why we need a three-sided marketplace. There are the funders, and then there are the projects. But for this to work, we need the third piece: the party that will measure which products have the most impact. Ideally, funders should be able to show that their investment has been impactful—that they’re getting some kind of positive ROI on the funds they’re giving out. Otherwise, they might just give the money away without considering who it goes to. Impact tracking has traditionally been dominated by experts and auditors who are really good at coming in and taking a proprietary approach to measuring a project’s success. While there are undeniable benefits to having subject matter experts, this approach doesn't completely align with our goal of decentralizing public goods funding. With digital public goods, we need a mix of grassroots, community-driven instruments complemented by expert insights to ensure impactful use of funds. So, there’s this fascinating landscape opening up where we could democratize access to impact measurement. One of the strategies is to increase data availability on projects and their impact. We can also expand surface areas for those participating to include users, open-source contributors, downstream developers, and so on. And it’s essential to simplify the process by having experts translate their guidance into frameworks that can be replicated or models for people to work and experiment with. So, we need to build out this measurement and analysis piece to achieve a functioning impact market. Otherwise, we’ll have top-notch funding mechanisms and funding pools, but there won’t be any impact to show for it. What are some ways to build up this measurement piece? Imagine the distribution of funding as a curve. One approach might be to allocate the same amount of money to each of the 100 projects. Alternatively, you could fund only the single best project. Between these extremes, there are various possible configurations. The initial step is deciding the desired distribution shape—how flat or skewed it should be. After establishing this, the next step involves combining data analysis with community input to assess projects and determine their impact. For open-source software, certain aspects are straightforward to identify using data. You can easily spot projects with little to no activity or those that only become active around funding announcements. Similarly, highly active and popular projects with diverse contributors can be quickly identified. These evaluations are important, though many systems don’t currently utilize this data effectively. The goal is to get there. The tricky part is dealing with the middle category, with significant variation among projects. A single metric or analysis method probably won't do; what's needed is to clearly define the specific impacts and measurement methods, followed by a thorough analysis of the data to figure out which projects are doing the best in their respective areas. This stage might also require the community's involvement or insights about these projects from well-informed people for the final evaluations. I imagine reviewing each project and its impact can overwhelm the everyday user. How can we make this better? That's precisely the issue we're addressing with Open Source Observer. The data is out there—accessible through Block Explorers, , and other platforms. However, having access doesn't necessarily mean it's straightforward to compile or format the data for every type of analysis needed. GitHub We focus on developing a simple, scalable system that facilitates this process—a platform where newcomers can easily navigate dashboards, search for projects, and make comparisons. For instance, before contributing to Gitcoin grants, you could quickly verify a project's activity and ongoing developments. We want users to see actual data: insights into how long a project has been active, its level of engagement, and the nature of its activities. Then there's another step for the “data nerds”, a pretty small community, who want to go deep into analyzing this stuff. We're working on a way for these folks to get the data they need in a format that lets them focus entirely on the analysis, not cleaning the data, importing it, or figuring out how to store it all. We aim to take care of these initial steps so they can get straight to the detailed analysis they're passionate about. Surely, data nerds produce invaluable insights for the broader community, too. Are there any incentives for this group? Yes, this is a big challenge we need to address: figuring out who the most curious and interested individuals are and how to transition their hobby into something that's potentially compensated or even a full-time job or organization. I'd like to see more experiments like Optimism RetroPGF taking root within communities. Then, perhaps every quarter, we could identify those who have made significant contributions or designed something really useful for others and offer them some funding as a reward. Speaking of compensating impact, Hypercerts comes to mind. You’re one of the key architects of the project; can you introduce it and talk about its journey? Absolutely! is a data layer for tracking various types of impact claims. When someone claims they've made a positive impact, this can be broken down into several dimensions: who did the work, when it was done, a description of the work, and the resulting event. Hypercerts introduces a way to give funders ownership over these claims. Hypercerts This “ownership right” could mean simply being able to boast about funding on social media, or it could translate into financial returns, access to exclusive events, or membership privileges. The idea is to incentivize early funding by offering future benefits, which could be monetary, recognition-based, or other forms of social clout. Hypercerts captures this data and uses an ERC-1155 token to denote ownership of these impact claims. Since launching a year ago, we've seen various interesting use cases emerge, from climate to journalism. It's still early, but we're eager to see how these initiatives develop. We anticipate that hypercerts will become a popular funding mechanism in certain communities, spurring a range of new experiments. The ownership of the protocol now resides with the Hypercerts Foundation, which oversees the protocol and the infrastructure for creating hypercerts, and a growing community is starting to use it. What’s been your favorite use case of hypercerts so far? That’s a tough one! One unexpected and exciting use case has been recognizing the various contributions to events. Think about the impact of attending a crypto conference—the networking, the ideas shared. It's more than just attending; it's about the venue, sponsors, speakers, and even the small things like food and coffee. Hypercerts can track these contributions, from sponsors to speakers. This even extends to tracking ticket sales and, eventually, identifying highly impactful events. Ideally, this could lead to a secondary market to purchase that impact, helping us understand which events truly made a difference and funneling more funding to those who made them successful. What would be your advice for builders who are relatively new to the public goods funding ecosystem and want to get more involved? For those starting out, initiatives like , which I recently co-launched with Kevin Owocki, can be a great entry point. The platform fosters a community passionate about regenerative economics, combining theoretical insights on mechanism design and public goods funding with practical, community-driven approaches. It's a place for learning, sharing, and applying these concepts. RegenLearnings Overall, navigating the transition from casual interest to full commitment in this ecosystem is a personal journey and varies for everyone. Some might be weaving this new interest into their busy work schedules, while others could be in between jobs, keen to dive deeper. The key is to ease into it, explore various facets, and find communities that resonate with you. I wouldn’t exactly recommend flipping your professional life upside down and turning all your assets into Ethereum overnight. In , in particular, the narrative develops fast, so start with smaller contributions and see where that takes you. Often, these small contributions can pave the way to something bigger and more significant. It requires a unique kind of initiative different from the usual 9-to-5 job structure. An Interview With Carl Cervone: On Open Source, Digital Public Goods Funding, and Impact Tracking

In 2022, crypto media have been overloaded with articles about hacks, scams, and other fraudulent incidents costing investors their money. Readers may even falsely believe that the risk of losing money due to scams is a distinctive feature of crypto assets and they have no other choice but agree with the current status quo. Generally, it is a false belief. Today, communities start playing a primary role in project development and influencing managerial decisions. The same applies to cybersecurity and the cooperation between ethical crypto communities and security auditors is an effective way for the industry to deal with scammers and fraudsters in crypto. To clearly see the power of ethical communities in crypto, let’s consider the following 2 cases - The Ugly and The Good (one of them is the real incident). Case 1. The Ugly: Warnings are not enough and Scammers are not afraid of luring users. In November 2022, the owners of Safuu Protocol made a rug pull worth $6M. However, this incident was not a surprise for the crypto community and the sum of losses would have been much greater without the involvement of the ethical crypto community. Far before the incident took place, CoinCodeCap published revealing the suspicious nature of the Safuu Protocol. The article contained the investigation carried out by Certik Alert revealing that the project owner could swap all $SAFUU in this contract for BNB and move these assets to the treasury address. The shocking fact was that the owner could, at any time, change the liquidity receiver, treasury receiver, and $SAFUU insurance fund receiver addresses. As such, the owner had almost complete control over the token supply. Also, the team used to have previous affiliations with high-risk projects such as Clever DeFi and Tagz Exchange. As a result, Certik $SAFUU Protocol due to high-risk indicators. an article delisted Prior to Certik’s alert, there was a warning investigation about $SAFUU conducted by independent researcher HackLaddy and on Medium on 11 March 2022 (rug pull took place only 8 months later!). The specialists analyzed $SAFUU’s crazy yield scheme offering users >383,000% fixed APY. At the same time, SAFUU imposed both buy and sell trading fees of 14% and 16% respectively thereby affecting users’ readiness to sell their assets. Even with such high taxes, there was not enough capital to cover the crazy APY while keeping token prices at a high level. SAFUU’s mechanism had no other final destination than reaching 0 price level. published If this shocking investigation had been open to the public long before the rug pull took place, then how did scammers steal such a great amount of money? The answer is hidden in the figures, namely, audience figures. The Certik Alert resource is followed by just while the CoinCodeCap has an even smaller audience of around . HackLaddy had only . 27K users 4K users 545 followers As we can see, even the numerous investigations conducted by the ethical crypto community have not forced SAFUU’s team to follow an ethical path. The team was not afraid of becoming engaged in a rug pull which was probably their primary objective. The power of the ethical crypto community, in this case, was not big enough to protect users from losing $6M. How could the crypto community prevent the incident? First of all, the media coverage of these investigations was not broad enough to reach the majority of SAFUU’s investors. Second, the findings were not integrated into any popular crypto-scoring databases. As a result, $SAFUU was an obvious scam but almost no one knew about it. Case 2. The Good: public goods communities as effective contributors to crypto security Now imagine the opposite situation (not a real story). There is a project, let’s call it, CrypSecCool. This project is led by young leaders. They have developed a breakthrough concept integrating attractive profit-making features for users. The project’s co-founder John and two of his teammates have some expertise in crypto and have written, as they suggest, working tokenomics. Before launching their product, the team shares its details and underlying tokenomics with the community as well as invites independent researchers to look for possible issues. In a few days the team gets the following feedback from a group of ethical researchers called MakeCryptoSafe bros: the proposed farming APY of 40% is too high and may lead to token price depreciation under the current token supply scheme. The team should consider lowering farming APY to <30%; the 15-months lock-up period for early investors should be modified by setting different distribution schedules ranging between 9 and 18 months for investors depending on the volume of investments. The higher the volume of invested assets, the longer the lock-up period. As a result, the project would prevent a too large token volume accumulation thereby limiting possible selling pressure; The founder of the partner project has been previously involved in a few rug pulls. This fact may heavily affect the reputation of the project and, thus, CryptoSecCool should consider terminating cooperation with this suspicious initiative. The team has reviewed and agreed with the received feedback. The introduction of proposed changes has allowed the project to prevent serious critics from the side of external experts and competitors. As we can see from case #2, cooperation with a public goods crypto security community is highly beneficial for projects and leads to the resolution of major issues affecting new and growing projects. Good public communities vs crypto bad guys The ongoing crypto winter has marked the clear divide between healthy and ugly crypto worlds. On the one hand, we have product-oriented communities for whom the future of technology lies in Web 3.0. At the same time, there are a myriad of bad groups for whom speculative profits are much more important compared to industry growth. Today cybersec projects, let’s call them sheriffs, cannot defeat all these bad guys without industry support. And there is no doubt that the powerful support will come from the public goods communities, the groups uniting crypto and security enthusiasts who believe in the future of Web 3.0 and would like to stand at the forefront of revolutionary security changes. The real power of public goods communities Apart from information gathering, the other big role of public goods communities is active dissemination of findings with a broad crypto audience. Researches have no value unless they reach end users. By drawing industry attention to bad guys, public goods communities will leave them no other choice but to leave the market. Will public goods communities be able to cover the whole crypto industry? Yes, they should and they can do it. For example, the cryptocurrency security rating covers more than 1,500 digital assets. And the input data for this rating were collected by the Hacken community of cybersecurity enthusiasts. The speed of data collection and high quality of findings have revealed the value of the use of public goods communities for cybersecurity. And, when coordinated by seasoned industry players, these communities can turn previously unbelievable industry ideas into reality. That is why the Hacken community is now undergoing an ambitious transformation – it is becoming the public goods community building Web 3.0 trust with its army – the . CER 2.0 TRUST ARMY Public goods communities will have enough power to shape the future of crypto security and as such, they should focus on educating users about the foundations of crypto security. As a result, stories like case #2 will become mainstream in crypto. And we can leave ugly cases like case #1 in the past. Conclusion Crypto projects should prioritize building strong ties with ethical communities. In return, auditors should strive to act as coordinators for these big armies of researchers. The findings made by public goods security communities will make crypto free of shocking scam cases affecting thousands of users worldwide. Scaling Ethereum for the Masses: INTMAX Unveils Plasma Next Ethereum is at an inflection point. As adoption grows, the need to scale the network while retaining decentralization becomes critical. This week at ETHDenver, blockchain infrastructure startup INTMAX unveiled a potential solution - Plasma Next, a stateless layer 2 rollup that promises to take Ethereum's scalability to the next level. The Scalability Bottleneck Ethereum has firmly established itself as the leading smart contract platform, with an ecosystem valued at over $250 billion. Vitalik Buterin and other Ethereum researchers are working on ambitious proposals like sharding. However, these are technically complex and could take years to implement. In the interim, clever layer 2 innovations may help Ethereum scale while retaining its core decentralization and security guarantees. This is the gap that Plasma Next aims to fill. Reviving the Plasma Promise Plasma, first proposed in 2017 by Buterin and Joseph Poon, was envisaged as a framework for building scalable layer 2 networks. By conducting most activity off-chain and submitting only periodic proofs to Ethereum, Plasma sidechains promised great gains in throughput. However, the original Plasma design required users to monitor the network constantly and provide liquidity upfront to exit the sidechain. This poor user experience severely limited adoption. As a result, Plasma was superseded by ZK rollups which improved security using zero-knowledge proofs. Plasma Next represents a fresh take that combines the strengths of both rollups and Plasma. Built by researchers at INTMAX, it achieves scalability through dual innovations: : Plasma Next does away with state storage entirely. User balances and transaction data are stored locally while validators only maintain block headers and proofs. This eliminates storage limitations, allowing linear scaling. Stateless Architecture : Leveraging cutting-edge cryptography, Plasma Next guarantees transaction finality within a single block. Users need not monitor the network or lock up funds to exit. ZK Proofs for Conditional Payments The result is a layer 2 architecture that scales with constant cost per block, regardless of user numbers. This theoretically makes unbounded Ethereum throughput possible without compromising decentralization. Realizing the Original Plasma Vision Plasma Next's stateless architecture is noteworthy because many researchers considered it impractical. A 16z paper proved that fully stateless blockchains are impossible as validators would need to store some minimal state. By making users store their own state, Plasma Next appears to circumvent this limitation in an innovative way. This aligns with the original Plasma vision which aimed to scale Ethereum to thousands of transactions per second. Buterin imagined that users could transact freely on sidechains and only rely on the base layer during deposits and withdrawals. Over time, the base chain could evolve into a simple settlement layer secured by PoS validators. Plasma Next represents a leap towards that vision. By eliminating state bloat and user liquidity requirements, it minimizes activity on the base chain. Leona Hioki, Co-Founder of INTMAX, emphasizes that the launch code is open source so anyone can fork it and launch a network. Community adoption could pave the path for Ethereum's eventual transition to a scalable settlement layer. Enhancing User Experience Importantly, Plasma Next also makes significant UX improvements that should boost adoption. Users no longer have to actively monitor the network or wait through challenge periods before transferring funds to the base chain. ZK proofs guarantee transaction finality within a single block. By automating data storage and using encrypted backups, Plasma Next also minimizes the complexity arising from its stateless architecture. The combination of a simple user experience and protocol-level scalability creates the right conditions for consumer blockchain apps to thrive. Unleashing Web3 Innovation The timing is also apt, as Ethereum eyes an ambitiously planned Shanghai upgrade later this year. While the merge to proof-of-stake improves security and efficiency, scalability remains a concern. Innovative layer 2 solutions like Plasma Next could provide the additional throughput needed for an order of magnitude growth in dApps and users. Moreover, improvements in scalability and user experience are necessary to onboard the next billion Web3 users from emerging markets. As Hioki notes, Plasma Next represents a ready-made scaling solution for any developer wanting to build blockchain applications. By lowering the barriers to leveraging blockchain's capabilities, it could unleash innovation across industries like DeFi, NFTs, gaming, social media and more. Community Participation is Key However, Plasma Next's long-term success depends on community participation. The network effects that make blockchains valuable arise from a diverse, decentralized user base. Being open source software, its evolution will be shaped by those who build on it and provide feedback. This community-driven ethos has been a hallmark of Web3 projects. Ethereum itself grew rapidly because Buterin and Poon released their early research and proposals publicly. This allowed worldwide collaboration between theorists, developers and businesses who were excited by its potential. Plasma Next seems poised to follow a similar path.
