Hackers are able to use the public key to encrypt messages in encrypted messages. But they can't get the answer if they don't use the same public key. They can use the key to crack the encrypted messages if they have the right combination of letters and numbers. The answer to this question is to try every single word in the same way you can get the right answer from the public to the next one, but it's not always easy to do this.
