Brook’s law is an observation about software project management according to which ‘add manpower to a late software project makes it later’ It takes some time for the people added to a project to become productive - ramp-up time. The law only applies to projects that are already late. Quantity, quality, and role of the new members added to the project also must be taken into consideration. Having a buffer is always good, having engineering standards in place is good. Knowing your team strengths would help to plan and deliver things on time.
