Our current monetary system is comprised of state-backed fiat currency. While the actual money-changing-hands approach has seen a steady decrease, hence we might be moving towards a cashless society, and digitally transferring funds is considered favorable payment solution, countries like Sweden and Canada are researching the issuance of digital decentralized currency. Nationwide trade restrictions, issued by one of the world’s most powerful countries, the US, are also a reason for issuing a digital decentralized currency, or the more commonly referred to Central Bank Digital Currency (CBDC). In a about CBDC, Christine Lagarde, Managing Director of the IMF stated: speech ‘The case is based on new and evolving requirements for money, as well as essential public policy objectives. My message is that while the case for digital currency is not universal, we should investigate it further, seriously, carefully, and creatively.’ That is exactly what a lot of countries have taken to heart. According to a recent from the Bank of International Settlements (BIS), 70% of central banks (based on 63 central banks that participated in the survey) are currently researching the issuance of a CBDC. The majority of the countries currently investigating to launch of a digital currency, cited ‘financial inclusion’ as the main reason for exploring CBDCs. report Creating a new cryptocurrency, in oppose to accepting Bitcoin as an official form of payment seems favorable to most countries. The eCFA was created by local bank outlet, Banque Régionale de Marchés (BRM) and eCurrency Mint Limited, which is an Ireland-based startup that assists central banks in creating their own digital fiat currencies. issued The second phase of the eCFA issuance is the roll-out of the digital currency in other African countries including Niger, Togo, Benin, Burkina Faso and others. CBCD: 19 Countries Creating or Researching the Issuance of a Digital Decentralized Currency

Since the advent of Bitcoin and altcoins, each year that passes brings with it a slew of rumours and leaks regarding the development of national cryptocurrencies — public blockchains designed for use in a single country, alongside or potentially even replacing the fiat currency in question. There are two ways this could theoretically happen: independent developers create a currency which becomes so popular a government adopts it, or the government in question researches and develops a currency of their own. The latter has happened already in one case, albeit without much in the way of results thus far. It is worth mentioning that although these currencies can be stablecoins — tokens pegged 1:1 with the fiat currency they are linked to — this is not a requirement. Similarly, many stablecoins exist that are not national cryptos. It is fair to say that in the nine years blockchains have existed thus far, no such national crypto has taken hold or seen anything resembling widespread adoption, and as it happens many anticipated national blockchains have not yet come to fruition and perhaps never will. This article will forward a specific cause for this, but first we will look at five notable existing, upcoming or speculated national cryptocurrencies to get a view of the field at present. Iceland: Auroracoin Laying a loose claim to the world’s first national currency, Auroracoin emerged just after the first large awareness phase of Bitcoin, in early 2014. Iceland’s government has long been hostile to cryptocurrency, but its citizens have some of the and likely as a result they have comparatively high levels of interest in blockchain technology and cryptocurrencies. A pseudonymous developer adopting the name of “Baldur Óðinsson” (the Norse god Thor’s brother), initially developed the currency as a Litecoin clone and distributed half of the coins to all registered Icelandic citizens. Seen broadly as a novelty, only 10% of Icelanders ever claimed their Auroras and the price crumbled rapidly. This is not surprising, as the currency was created primarily to avoid the sanctions imposed by the US and others which have hammered its economy. Initially marketed as a stablecoin of sorts, pegged to the value of the nation’s oil reserves, it has been suggested that upon listing on exchanges it would be left to market speculation. In a bizarre move, Maduro’s government in August 2018 devalued their national fiat currency, the bolívar, by 95% and . So now we have a fiat currency pegged to a cryptocurrency (supposedly) pegged to oil. This has not done wonders to undermine the stereotype that socialists do not understand economics. Petro may be the first official national cryptocurrency, but it has not set much of an example for others to follow. pegged that to the Petro United Arab Emirates: Emcash As part of a broader strategy of making Dubai a smart city with strong blockchain integration, emCredit has designed a cryptocurrency to be rolled out to citizens with an accompanying wallet app called emPay. , but specific details are few and far between and no launch date has been set. It is speculated that emCash will act as a stablecoin tied to the dirham, and point-of-sale station manufacturer Pundi X is developing systems to allow crypto purchases in stores. The rollout seems to be very much in the works, and could see a 2019 launch. This had been reported as early as October 2017 China In the summer of 2018 financial publications pushed hyperbolic declarations that the Public Bank of China would launch their own cryptocurrency, . There is some evidence that the PBOC might move in that direction: it is regularly reported that the central bank is for a potential crypto-yuan and most notably they released a memo in October 2018 discussing the potential for such a state-backed currency, stating that it would . That is common practice for policy implementations in China: testing changes on the city level, then the province level, and eventually the national level should success be had. The evidence against this is the lack of any emerging news on such a small-scale test. The country’s social credit system, by comparison, , began and is expected to go into broad effect in 2020. Given the likely similar scale between this and a national cryptocurrency, that would suggest we will not see such a rollout for half a decade or so. Combined with the almost-complete saturation of payment platforms Alipay and WeChat pay in China’s many megacities, it is entirely possible that we never do see a state-backed crypto-yuan. and that it would likely be bigger than Bitcoin in short order testing a model have to be tested on a small scale first was announced in 2014 testing in Jinan in 2017 Russia The prospect of a “Crypto Ruble” may be even more speculative. The most concrete information on the subject came this year, when the State Duma Committee on Financial Markets announced it was considering . Again, nothing tangible has come from this and the currency would still be victim to devaluation compared to the US dollar, for which many stablecoins already exist. since 2016 a ruble-pegged stablecoin Are national currencies the future? No, probably not. We are still in the very early life cycle of blockchain technologies, but the experiments with national currencies to date do not inspire confidence, nor does the clearly perceptible hesitancy of the governments who consider them. The they are not interested in the idea of a national currency at all, which does not present much of a surprise. It’s fair to say that most governments either do not want national cryptos, or at least do not want to expend the resources necessary to establish them, perhaps suggesting their research points against it. US Federal Reserve has repeatedly stated As for citizen interest, Iceland showed us that most people didn’t accept their currency when it was free, and the market reinforced this when its price and volume crumbled. Even cryptocurrency advocates have little interest in such a development, as they are fundamentally antithetical to the central point of blockchain technologies as they emerged with Bitcoin. Indeed, why would citizens want a currency with all the complications and risks of crypto, with none of the benefits to privacy or freedom of choice? With all of this in mind, it is little wonder the hype on national cryptos has dropped off dramatically for one simple reason: it has become apparent that nobody wants them.

National Cryptocurrencies: An Innovation No One Really Wants

Venezuela economy is in crisis almost for a decade now. Things started with internal political conflicts during the presidency of Hugo Chavez. The government adopted populist policies in order to increase its political power in the country and these policies led the country into hyperinflation, Venezuela started failing at payment of its debts and it snowballed. Country going into a crisis is not something new. On the other hand, how Venezuela tries to revive its economy is quite new, may be even unique. Licensed under Creative Commons 1.0 Due to the crisis and hyperinflation came along with it Venezuela Peso suffered an extreme loss of value and the currency system collapsed. This led politicians to see alternative solutions. As a result, Venezuela launched (PTR), the world’s first government-backed cryptocurrency. Indeed there were other attempts such as Estcoin, emCash, Crytporuble etc. However, probably due to the desperate need for an alternative payment system, Petro became the first one to be implemented. Petro What is Petro? Logo of Petro Petro is a raw material-backed, oil-baced to be more precise, cryptocurrency issued by the Venezuela government. It is a pre-mined cryptocurrency and there will be 100.000.000 Petros available in total. There will not be extraordinary issuances. 1 Petro is divisible by 100.000.000 units called “Mene”. Venezuela government issued a in which it explained its plans to promote Petro. Petro’s pre-sale started in February and allegedly attracted $735 Million on the first day. According to Nicolas Maduro, the Venezuelan President, Petro had raised $5 Billion by the time it went public in March. These figures caused caused some sources to report Petro as the largest ICO ever. However, it must be stated that theses numbers are controversial and there is no evidence so far. whitepaper Finally on 13 August, Maduro announced that Petro will start its circulation in the country on 20 August as the second official currency, which is novel but also bold movement considering the international scepticism towards government-backed cryptocurrencies. Controversy The launch of Petra was criticised on both national and international level. Venezuelan parliament, run by the opposition, Petro illegal as it is a mortgage on the country’s oil reserves. Reuters that Jorge Millan, a Venezuelan legislator stated: declared reported This is not a cryptocurrency, this is a forward sale of Venezuelan oil. It is tailor-made for corruption. On 19 March, Trump has signed an prohibiting the purchase of crypto tokens issued by or on behalf of the Venezuelan government by US citizens or by people in the US. executive order What could happen? Venezuelan government advertises Petro as a way out to a stronger and more stable economy. What is the argument of the other parties? What are the risks and what could happen if something goes wrong? Could cryptocurrencies be a solution for countries whose currency is suffering from inflation? First of all, it must be remembered that the value of cryptocurrencies is highly dependent on the credibility of the issuer. Furthermore, even a seemingly credible project might go awfully wrong as the DAO and NEM hacks showed us. Accordingly, having a government backing a cryptocurrency would be considered as an element of stability rather than additional volatility. In case of Petro, however, the government backing it is a government allegedly involved with corruption and price manipulation. Probably because of this unreliable image, the Venezuelan government, chose to peg the price of Petro not to its own credibility but to a barrel of Venezulean oil. Definitely much reliable than the government’s prestige but still not enough to prevent the wild volatility as the price of Venezuelan oil fluctuates as well. Having a commodity backing a cryptocurrency would be meaningful if it had been possible to exchange the cryptocurrency with that commodity at will or there had been high level of circulation through which liquidation is possible. In Petro’s case, neither is possible. 2. Adoption and Circulation The government might promote the usage of Petro in the country or even introduce laws to make people adopt it. However, the governmental is not sufficient for Petro to be adopted worldwide. Although the world of cryptocurrencies is decentralised, there are major exchanges through which people make their transactions and being listed on these exchanges is an informal requirement to increase the adoption. Currently Petro is not listed on any major exchange. Further, one of these major exchanges, BitFinex, explicitly refused to list Petro. On the other hand, Venezuela increased the speed of certification of its own crypto-exchanges. Petro’s investors might profit or suffer losses, that is perfectly normal with a risk investment on cryptocurrencies. However, there is also the risk that Petro can be copied by other governments handling with economic problems and international sanctions. Additionally, by their political nature, governments will advertise their projects as the best one out there. This is how politics work for a very very long time. Still, things get dangerous when this populism is combined with complex schemes and technologies that the general public could not easily understand and see through. This might result, firstly, the flow of funds to these dangerous or even illegitimate schemes and, secondly, the collapse of trust to the cryptocurrencies. In light of all of this, Petro does not seem like a saviour but evil. However, only time will show how it will turn out.

Venezuelan Petro: An unfortunate start for government-backed cryptoccurrencies

Even if not the first, Seoul could be the biggest city to issue its own cryptocurrency. Last year, Dubai emCash, an encrypted digital currency which the public will be able to use to pay for several services. Previously, we also on the Marshall Islands’ plan to launch a state-owned cryptocurrency, and the Californian city of Berkeley’s tokenised bonds initiative. Coindesk Korea announced reported 2.
