Pearson, which arrived at Portsmouth from the Mediterranean on Monday, June 11, has forwarded an official report to the Admiralty, through the Commander-in-Chief (Admiral Sir George Elliot, K.C.B.), respecting a sea monster which she encountered during her homeward voyage. At about 5 o'clock in the afternoon of June 2, the sea being exceptionally calm, while the yacht was proceeding round the north coast of Sicily toward Cape Vito, the officer on the watch observed a long ridge of fins, each about 6 feet long, moving slowly along. He called for a telescope, and was at once joined by other officers. The Osborne was steaming westward at ten and a half knots an hour, and having a long passage before her, could not stay to make minute observations. The fins were progressing in a eastwardly direction, and as the vessel more nearly approached them, they were replaced by the foremost part of a gigantic monster. Its skin was, so far as it could be seen, altogether devoid of scales, appearing rather to resemble in sleekness that of a seal. The head was bullet-shaped, with an elongated termination, being somewhat similar in form to that of a seal, and was about six feet in diameter. Its features were only seen by one officer, who described them as like those of an alligator. The neck was comparatively narrow, but so much of the body as could be seen, developed in form like that of a gigantic turtle, and from each side extended two fins, about fifteen feet in length, by which the monster paddled itself along after the fashion of a turtle. The appearance of the monster is accounted for by a submarine volcano, which occurred north of Galita, in the Gulf of Tunis, about the middle of May, and was reported at the time by a steamer which was struck by a detached fragment of submarine rock. The disturbance below water, it is thought probable, may have driven up the monster from its "native element," as the site of the eruption is only one hundred miles from where it was reported to have been seen.— Portsmouth (Eng.) The point or rock known as Gibraltar is a promontory two and one-half miles long and from a quarter to three-quarters of a mile wide. It rises abruptly from the sandy shore to a height at its highest point of 1,408 ft. It is composed of gray limestone, honeycombed with caves and subterranean passages, some of which contain most beautiful stalactites in the form of massive pillars. Gibraltar is emphatically a fortress, and in some respects its fortifications are unique. On the eastern side the rock needs no defense beyond its own precipitous cliffs, and in all other directions it has been rendered practically impregnable. Besides a sea wall extending at intervals round the western base of the rock, and strengthened by curtains and bastions and three formidable forts, there are batteries in all available positions from the sea wall up to the summit, 1,350 feet above the sea, and a remarkable series of galleries has been hewn out of the solid face of the rock toward the north and northwest. These galleries have an aggregate length of between two and three miles, and their breadth is sufficient to let a carriage pass. Portholes are cut at intervals of twelve yards, so contrived that the gunners are safe from the shot of any possible assailants. At the end of one of the galleries hollowed out in a prominent part of the cliff is St. George's Hall, 50 feet long by 85 feet wide, in which the governor was accustomed to give fetes. Alterations, extensions, and improvements are continually taking place in the defensive system, and new guns of the most formidable sort are gradually displacing or supplementing the old fashioned ordnance. The whole population of Gibraltar, whether civil or military, is subjected to certain stringent rules. For even a day's sojourn the alien must obtain a pass from the town major, and if he wish to remain longer, a consul or householder must become security for his good behavior. Licenses of residence are granted only for short periods—ten, fifteen, or twenty days—but they can be renewed if occasion require. Military officers may introduce a stranger for thirty days. A special permit is necessary if the visitor wishes to sketch. Though the town of Gibraltar may be said to date from the fourteenth century, it has preserved very little architectural evidence of its antiquity. Rebuilt on an enlarged and improved plan after its almost complete destruction during the great siege, it is still, on the whole, a mean-looking town, with narrow streets and lanes and an incongruous mixture of houses after the English and the Spanish types. As a proprietor may at any moment be called upon to give up his house and ground at the demand of the military authorities, he is naturally deterred from spending his money on substantial or sumptuous erections. The area of the town is about one hundred acres. Gibraltar was known to the Greek and Roman geographers as Calpe or Alybe, the two names being probably corruptions of the same local (perhaps Phenician) word. The eminence on the African coast near Ceuta, which bears the modern English name of Apes' Hill, was then designated Abyla; and Calpe and Abyla, at least according to an ancient and widely current interpretation, formed the renowned pillars of Hercules (Herculis columnæ), which for centuries were the limits of enterprise to the seafaring peoples of the Mediterranean world. The strategic importance of the rock appears to have been first discovered by the Moors, who, when they crossed over from Africa in the eighth century, selected it as the site of a fortress. From their leader, Tarik Ibn Zeyad, it was called Gebel Tarik or Tarik's Hill; and, though the name had a competitor in Gebel af Futah, or Hill of the Entrance, it gradually gained acceptance, and still remains sufficiently recognizable in the corrupted form of the present day. The first siege of the rock was in 1309, when it was taken by Alonzo Perez de Guzman for Ferdinand IV. of Spain, who, in order to attract inhabitants to the spot, offered an asylum to swindlers, thieves, and murderers, and promised to levy no taxes on the import or export of goods. The attack of Ismail Ben Ferez, in 1315 (second siege), was frustrated; but in 1333 Vasco Paez de Meira, having allowed the fortifications and garrison to decay, was obliged to capitulate to Mahomet IV. (third siege). Alphonso's attempts to recover possession (fourth siege) were futile, though pertinacious and heroic, and he was obliged to content himself with a tribute for the rock from Abdul Melek of Granada; but after his successful attack on Algeciras in 1344 he was encouraged to try his fortune again at Gibraltar. In 1349 he invested the rock, but the siege (fifth siege) was brought to an untimely close by his death from the plague in February, 1350. The next or sixth siege resulted simply in the transference of the coveted position from the hands of the King of Morocco to those of Yussef III. of Granada; and the seventh, undertaken by the Spanish Count of Niebla, Enrico de Guzman, proved fatal to the besieger and his forces. In 1462, however, success attended the efforts of Alphonso de Arcos (eighth siege), and in August the rock passed once more under Christian sway. The Duke of Medina Sidonia, a powerful grandee who had assisted in its capture, was anxious to get possession of the fortress, and though Henry IV. at first managed to maintain the claims of the crown, the duke ultimately made good his ambition by force of arms (ninth siege), and in 1469 the king was constrained to declare his son and his heirs perpetual governors of Gibraltar. In 1479 Ferdinand and Isabella made the second duke Marquis of Gibraltar, and in 1492 the third duke, Don Juan, was reluctantly allowed to retain the fortress. At length, in 1501, Garcilaso de la Vega was ordered to take possession of the place in the king's name, and it was formally incorporated with the domains of the crown. After Ferdinand and Isabella were both dead the duke, Don Juan, tried in 1506 to recover possession, and added a tenth to the list of sieges. Thirty-four years afterward the garrison had to defend itself against a much more formidable attack (eleventh siege)—the pirates of Algiers having determined to recover the rock for Mahomet and themselves. The conflict was severe, but resulted in the repulse of the besiegers. After this the Spaniards made great efforts to strengthen the place, and they succeeded so well that throughout Europe Gibraltar was regarded as impregnable. In the course of the war of the Spanish succession, however, it was taken by a combined English and Dutch fleet under Sir George Rooke, assisted by a body of troops under Prince George of Hesse-Darmstadt. The captors had ostensibly fought in the interests of Charles Archduke of Austria (afterward Charles III.), but, though his sovereignty over the rock was proclaimed on July 24, 1704, Sir George Rooke on his own responsibility caused the English flag to be hoisted, and took possession in name of Queen Anne. It is hardly to the honor of England that it was both unprincipled enough to sanction and ratify the occupation and ungrateful enough to leave unrewarded the general to whose unscrupulous patriotism the acquisition was due. The Spaniards keenly felt the injustice done to them, and the inhabitants of the town of Gibraltar in great numbers abandoned their homes rather than recognize the authority of the invaders. In October, 1704, the rock was invested by sea and land; but the Spanish ships were dispersed by Sir John Leake, and the Marquis of Villadarias fared so ill with his forces that he was replaced by Marshal Tesse, who was at length compelled to raise the siege in April, 1705. During the next twenty years there were endless negotiations for the peaceful surrender of the fortress, and in 1726 the Spaniards again appealed to arms. But the Conde de la Torres, who had the chief command, succeeded no better than his predecessors, and the defense of the garrison under General Clayton and the Earl of Portmore was so effectual that the armistice of June 23 practically put a close to the siege, though two years elapsed before the general pacification ensued. The most memorable siege of Gibraltar, indeed one of the most memorable of all sieges, was that which it sustained from the combined land and sea forces of France and Spain during the years 1779-1783. The grand attack on the place was made on the 13th September, 1782, and all the resources of power and science were exhausted by the assailants in the fruitless attempt. On the side of the sea they brought to bear against the fortress forty-six sail of the line and a countless fleet of gun and mortar boats. But their chief hope lay in the floating batteries planned by D'Arcon, an eminent French engineer, and built at the cost of half a million sterling. They were so constructed as to be impenetrable by the red hot shot which it was foreseen the garrison would employ; and such hopes were entertained of their efficiency that they were styled invincible. The Count D'Artois (afterward Charles X.) hastened from Paris to witness the capture of the place. He arrived in time to see the total destruction of the floating batteries and a considerable portion of the combined fleet by the English fire. Despite this disaster, however, the siege continued till brought to a close by the general pacification, February 2, 1783. The history of the four eventful years' siege is fully detailed in the work of Drinkwater, who himself took part in the defense, and in the life of its gallant defender Sir George Augustus Eliott, afterward Lord Heathfield, whose military skill and moral courage place him among the best soldiers and noblest men whom Europe produced during the 18th century. Since 1783 the history of Gibraltar has been comparatively uneventful. In the beginning of 1801 there were rumors of a Spanish and French attack, but the Spanish ships were defeated off Algeciras in June by Admiral Saumarez. Improvements in the fortifications, maintenance of military discipline, and legislation in regard to trade and smuggling are the principal matters of recent interest. Negretti and Zambra for the purpose of ascertaining the temperature of the ocean at great depths. This consisted of a tube bent into the shape of a siphon, which when it had reached the desired depth was made, by means of an ingenious arrangement, to pour all the mercury found above a certain point near the reservoir into the second arm of the siphon. This second arm, which, like the other, was a capillary tube, carried a scale of divisions on which might be read the temperature of the depths to which the instrument had been lowered. This thermometer gave all the results that might have been expected. The ship Challenger during its polar expedition had on board a certain number of these instruments. The report of Capt. G. S. Nares made to the English Admiralty describes all the benefits that we may hope to reap from a serious study of the temperature of the ocean at different depths, and not the least of these are those that pertain to the fishery interest. Notwithstanding the good results given by this instrument, its inventors have endeavored to render it still more practical and more within the reach of all by diminishing the cost of construction, and increasing its compactness. represents the thermometer isolated from its case. It is an ordinary thermometer furnished at A with a little device that M. Negretti has already made use of in the construction of his larger instrument, and which allows the liquid to run from the reservoir into the capillary tube when the temperature rises, without letting it flow back when it lowers, if moreover the precaution has been taken to incline the tube slightly, reservoir upward. At B there is a bulge in the tube in which a certain quantity of mercury may lodge; this bulge is placed in such a way that the mercury resulting from the dilatation of the reservoir may come to it and continue its ascension in the capillary tube when the reservoir is down (the thermometer being vertical), but cannot get out when the reservoir is upward. Fig. 1 We should add that these thermometers are constructed so as to give the variations of temperature within determined limits. The small reservoir, B, is indispensable to the well working of the apparatus; for in seeking the temperature at a certain depth the instrument may, on being drawn up, pass through warmer strata, and it is necessary, therefore, to provide the reservoir with a means of diffusing the small quantity of mercury resulting from this excess of temperature. The tube has also a small bulge at its upper extremity at C. The thermometer is placed in a small wooden case having a double bottom throughout its length. In this double bottom are placed a certain number of lead balls that can run from one end of the case to the other, and of sufficient weight to render the instrument buoyant in sea water. To use the apparatus, one end of a cord is passed through a hole in the case under the reservoir of the thermometer, and the other end is tied to the sounding line at a certain distance from the lead ( ). While the line is descending the thermometer will remain reservoir downward ( ); but when it is again drawn up the thermometer case will take the position indicated in , and the column of mercury breaking at A will fall into the capillary tube, the divisions of which, as will be seen at , are reversed. Fig. 2 Fig. 2 Fig. 3 Fig. 1 As to the thermometer itself, it is important to protect it against the pressure which becomes so considerable at great depths; to do this the reservoir is surrounded by an envelope of thick glass about three quarters full of mercury. The mercury serves to transmit the temperature to the reservoir, and should the exterior envelope yield to the effects of pressure, the reservoir proper would not be affected, the mercury not exactly filling the annular part which surrounds it. New Inventions. George E. Palmer, of Cedar Rapids, Iowa, has patented an improved Ironing Board, on which the garments may be held in stretched state while being smoothed with the irons, and readily adjusted thereon to any required degree of tension by a simple attachment. William B. Rutherford and Joel T. Hawkins, of Rockdale, Texas, have patented an improved Bale Tie, which is formed of the plate provided with a longitudinal groove and cross ribs or loops, and having projections or keys to adapt it to receive and hold the notched ends of the bale band. An improvement in Composition Pavements has been patented by John C. Russell, of Kensington, Eng. This invention relates to the treatment of peat and spent tan for the manufacture of an improved product or material suitable for paving roads and other places and for roofing, etc. The most important steps in making the composition consist in drying bruised or finely ground peat or spent tan, heating the same to degree of 150° Fah., and adding sulphur and gas tar, gas pitch, and stearine pitch in the proportions specified, then kneading the mixture while heated and adding carbonate of lime and furnace slag. in vacuo Louis Blanck, of New York city, has patented an improved Safety Brake or attachment for locomotives and railroad cars, by which the entire train, either by a collision with another train or by contact with any obstruction, is first raised from the rails, and then moved in backward direction for the distance of a few feet, so that all danger of accident is avoided, and no other sensation than that of a slight rocking motion exerted. The attachment is constructed so as to admit of being worked by the engineer from the cab or the locomotive, or, if desired, from any car of the train. An improved Evaporating Pan had been patented by Andrew D. Martin, of Abbeville, La. This invention consists in a tapering sheet metal tank having transverse partitions and longitudinal tapering flues that extend through all of the partitions and terminate at the ends of the tank. Lloyd Arnold, of Galveston, Texas, has patented an improved Bale Tie, which is formed of a block of iron, with a space or opening running longitudinally through its breadth from one end nearly to the other, and having the alternate edges of the two plates thus formed notched, the notch of the lower plate being square and of a width equal to or a little greater than the bale band, and the notch of the upper plate being narrower at its bottom than the bale band, and with its sides inclined and beveled to an edge, to adapt it to receive and hold the bale band. An improved Tie for Letter Packages has been patented by John Mersellis, of Knowersville, N. Y. The object of this invention is to provide a tie by means of which letter packages may be quickly and securely fastened or tied. It consists in a plate apertured to receive one end of the string and also to receive the hook upon which the tie is hung when not in use, and having a button and clasp spring for engaging the string in the process of tying. Fred P. Hammond, of Aurora, Ill., has patented an improved Inking Pad, which consists in a novel arrangement of layers of cloth or felt, chamois skin, oiled silk, and printing roller composition, which enables a clean impression of the stamp to be made. The pad retains the desired rounded surface and proper degree of softness, and is easily manipulated when necessary to replenish the supply of ink. William J. Clark and Thomas W. Roberts, of Coffeeville, Miss., have patented an improved Trap for Catching Fish in streams, which will allow the fish to be conveniently taken out without taking up the trap. John W. Cooper, of Salem, Ind., is the inventor of an improved Alcohol Lamp for soldering and similar purposes; and it consists in a reservoir pivoted in a supporting frame, and provided with two wick tubes, and an extinguisher secured to a spring support, and capable of closing the larger wick tube when it is in a vertical position. It has an independent extinguisher for the smaller wick tube, and is provided with a novel device for projecting the wick from the larger tube as it is moved out of a vertical position. Benjamin Slater, of Attica, N. Y., has invented a simple and effective device for Renovating Feathers by the combined action of steam and hot air. It consists of a cylindrical receptacle, partly surrounded by a steam jacket, and having a hot air box, a perforated bottom, a cover or damper for the same, and an aperture in the top, to which is fitted a perforated cover and a close cover. An improved Blind Fastening has been patented by George Runton and John Runton, of Hoboken, N. J. This fastening is so constructed as to fasten the blind or shutter automatically when swung open, and in such a way as to prevent all rattling or shaking of the blind or shutter from the action of the wind. David R. Nichols, of Alexandria Bay, N. Y., has patented an improved Animal Trap, which is so constructed as to set itself after each animal has been caught, and leave no trace of the trapped animal to frighten away those that may come afterward. William A. Doherty, of Fall River, Mass., has patented an improved Loom Shuttle Attachment, by which the weaving of bad cloth is prevented, and in case any false shed is made by any irregularities in the warp, and that part of the shed carried lower than usual, the attachment is released and thrown over the spindle point, so as to render it impossible to draw out the filling from the shuttle, and thus break it and stop the loom. Jonas Bowman, of Somerset, O., has patented an improved Vehicle Spring, which permits of dispensing with side bars, thus taking less space to turn on, and by which the tilting and pitching motion usual with springs as heretofore constructed is avoided. Hiram Unger, of Germantown, O., is the inventor of an improved Gate Latch, which is so constructed that the gate cannot be opened accidentally by being lifted or by rebounding of the catch or latch. Madison Calhoun, of Ocate, Ter. of New Mex., has patented an improved Hame Fastening, which is not liable to become accidentally unfastened, and is easily and quickly fastened and unfastened, even with cold or gloved hands. The Downer well at Corry, Pa., is now down over 1,300 feet, and an oil bearing sand has been struck of about five feet thickness. Section 11 here SECTION 11. OF THE CAUSES OF THE PRESENT STATE OF THE ROYAL SOCIETY. The best friends of the Royal Society have long admitted, whilst they regretted, its declining fame; and even those who support whatever exists, begin a little to doubt whether it might not possibly be amended. The great and leading cause of the present state to which the Royal Society is reduced, may be traced to years of misrule to which it has been submitted. In order to understand this, it will be necessary to explain the nature of that misrule, and the means employed in perpetuating it. It is known, that by the statutes, the body of the Society have the power of electing, annually, their President, Officers, and Council; and it is also well known, that this is a merely nominal power, and that printed lists are prepared and put into the hands of the members on their entering the room, and thus passed into the balloting box. If these lists were, as in other scientific societies, openly discussed in the Council, and then offered by them as recommendations to the Society, little inconvenience would arise; but the fact is, that they are private nominations by the President, usually without notice, to the Council, and all the supporters of the system which I am criticizing, endeavour to uphold the right of this nomination in the President, and prevent or discourage any alteration. The Society has, for years, been managed by a PARTY, or COTERIE, or by whatever other name may be most fit to designate a combination of persons, united by no expressed compact or written regulations, but who act together from a community of principles. That each individual has invariably supported all the measures of the party, is by no means the case; and whilst instances of opposition amongst them have been very rare, a silent resignation to circumstances has been the most usual mode of meeting measures they disapproved. The great object of this, as of all other parties, has been to maintain itself in power, and to divide, as far as it could, all the good things amongst its members. It has usually consisted of persons of very moderate talent, who have had the prudence, whenever they could, to associate with themselves other members of greater ability, provided these latter would not oppose the system, and would thus lend to it the sanction of their name. The party have always praised each other most highly—have invariably opposed all improvements in the Society, all change in the mode of management; and have maintained, that all those who wished for any alteration were factious; and, when they discovered any symptoms of independence and inquiry breaking out in any member of the Council, they have displaced him as soon as they decently could. Of the arguments employed by those who support the SYSTEM OF MANAGEMENT by which the Royal Society is governed, I shall give a few samples: refutation is rendered quite unnecessary—juxta-position is alone requisite. If any member, seeing an improper appointment in contemplation, or any abuse in the management of the affairs of the Society continued, raise a voice against it, the ready answer is, Why should you interfere? it may not be quite the thing you approve; but it is no affair of yours.—If, on the other hand, it do relate to himself, the reply is equally ready. It is immediately urged: The question is of a personal nature; you are the last person who ought to bring it forward; you are yourself interested. If any member of the Society, feeling annoyed at the neglect, or hurt by the injuries or insults of the Council, show signs of remonstrance, it is immediately suggested to him that he is irritated, and ought to wait until his feelings subside, and he can judge more coolly on the subject; whilst with becoming candour they admit the ill-treatment, but urge forbearance. If, after an interval, when reflection has had ample time to operate, the offence seems great as at first, or the insult appears unmitigated by any circumstances on which memory can dwell,—if it is then brought forward, the immediate answer is, The affair is out of date—the thing is gone by—it is too late to call in question a transaction so long past. Thus, if a man is interested personally, he is unfit to question an abuse; if he is not, is it probable that he will question it? and if, notwithstanding this, he do so, then he is to be accounted a meddler. If he is insulted, and complain, he is told to wait until he is cool; and when that period arrives, he is then told he is too late. If his remonstrance relates to the alteration of laws which are never referred to, or only known by their repeated breach, he is told that any alteration is useless; it is perfectly well known that they are never adhered to. If it relate to the impolicy of any regulations attaching to an office, he is immediately answered, that that is a personal question, in which it is impossible to interfere—the officer, it seems, is considered to have not merely a vested right to the continuance of every abuse, but an interest in transmitting it unimpaired to his successors. In the same spirit I have heard errors of calculation or observation defended. If small errors occur, it is said that they are too trifling to be of any importance. If larger errors are pointed out, it is immediately contended that they can deceive nobody, because of their magnitude. Perhaps it might be of some use, if the Council would oblige the world with their SCALE of ERROR, with illustrations from some of the most RECENT and APPROVED works, and would favour the uninformed with the orthodox creed upon all grades, from that which baffles the human faculties to detect, up to that which becomes innocuous from its size. The offices connected with the Royal Society are few in number, and their emolument small in amount; but the proper disposition of them is, nevertheless, of great importance to the Society, and was so to the science of England. In the first place, the President, having in effect the absolute nomination of the whole Council, could each year introduce a few gentlemen, whose only qualification to sit on it would be the high opinion they must necessarily entertain of the penetration of him who could discover their scientific merits. He might also place in the list a few nobles or officials, just to gild it. Neither of these classes would put any troublesome questions, and one of them might be employed, from its station in society, to check any that might be proposed by others. With these ingredients, added to the regular train of the party, and a star or two of science to shed lustre over the whole, a very manageable Council might be formed; and such has been its frequent composition. The duties of the Secretaries, when well executed, are laborious, although not in this respect equal to those of the same officers who, in several societies, give their gratuitous aid; and their labours are much lightened by the Assistant Secretary and his clerk. Now it is not customary to change these annually; and as these offices are amongst the "loaves and fishes" they are generally given by the President to some staunch supporters of the system. They have frequently been bestowed, with very little consideration for the interest, or even for the dignity of the Society. To notice only one instance: the late Sir Joseph Banks appointed a gentleman who remained for years in that situation, although he was confessedly ignorant of every subject connected with the pursuits of the Society. I will, however, do justice to his memory, by saying that his respectability was preserved under such circumstances, by the most candid admission of the fact, accompanied by a store of other knowledge unfortunately quite foreign to the pursuits of the Society; and I will add, that I regretted to see him insulted by one President in a situation improperly given to him by a former. Next in order come the Vice-Presidents, who are appointed by the President; and in this respect the present practice is not inconvenient. The case, however, is widely different with the office of Treasurer. The President ought not to usurp the power of his appointment, which ought, after serious discussion by the Council, to be made by the Society at large. Besides the three Secretaries, there is an Assistant Secretary, and recently another has been added, who may perhaps be called a, Sub-assistant Secretary. All these places furnish patronage to the President. Let us now look at the occasional patronage of the President, arising from offices not belonging to the Society. He is, EX OFFICIO, a Trustee of the British Museum; and it may seem harsh to maintain that he is not a fit person to hold such a situation. It is no theoretical view, but it is the EXPERIENCE of the past which justifies the assertion; and I fear that unless he has the sole responsibility for some specific appointments, and unless his judgment is sharpened by the fear of public discussion, a President of the Royal Society, in the Board-room of the British Museum, is quite as likely as another person to sacrifice his public duty to the influence of power, or to private friendship. With respect to the merits of that Institution, I have no inclination at present to inquire: but when it is considered that there is at this moment attached to it no one whose observations or whose writings have placed him even in the second rank amongst the naturalists of Europe, the President of the Royal Society has given some grounds for the remark made by several members of the Society, that he is a little too much surrounded by the officers of a body who may reasonably be supposed to entertain towards him feelings either of gratitude or expectation. [It will be remembered that the name of Mr. Robert Brown has been but recently attached to the British Museum, and that it is to be attributed to his possessing a life interest in the valuable collection of the late Sir Joseph Banks.] The late Board of Longitude was another source of patronage, which, although now abolished, it may be useful to hint at. There were three members to be appointed by the Royal Society: these were honorary, and, as no salary was attached, it might have been expected that this limited number of appointments would have been given in all cases to persons qualified for them. But no: it was convenient to pay compliments; and Lord Colchester, whose talents and knowledge insured him respect as Speaker of the House of Commons, or as a British nobleman, was placed for years in the situation as one of the Commissioners of the Board of Longitude, for which every competent judge knew him to be wholly unfit. What was the return which he made for this indulgence? Little informed respecting the feelings of the Society, and probably misinformed by the party whose influence had placed him there, he saved them in the day of their peril. When the state of the Society had reached such a point that many of the more scientific members felt that some amendment was absolutely necessary to its respectability, a committee was formed to suggest to the Council such improvements as they might consider it expedient to discuss. [Amongst the names of the persons composing this Committee, which was proposed by Mr. South, were those of Dr. Wollaston and Mr. Herschel.] The Council received their report at the close of the session; and in recording it on the journals, they made an appeal to the Council for the ensuing year to bestow on it "THEIR EARLIEST AND MOST SERIOUS ATTENTION." Now when the party, to whose government some of these improvements would have been a death-warrant, found that the subject was likely to be taken up in the Council, they were in dismay: but the learned and grateful peer came to their assistance, and aided Mr. Davies Gilbert in getting rid of these improvements completely. It has been the fashion to maintain that all classes of the Royal Society should be represented in the Council, and consequently that a peer or two should find a place amongst them. Those who are most adverse to this doctrine would perhaps be the most anxious to render this tribute to any one really employing his time, his talents, or his rank in advancing the cause of science. But when a nobleman, unversed in our pursuits, will condescend to use the influence of his station in aiding a President to stifle, WITHOUT DISCUSSION, propositions recommended for consideration by some of the most highly gifted members of the Society,—those who doubt the propriety of the principle may reasonably be pardoned for the disgust they must necessarily entertain for the practical abuse to which it leads. Of the other three Commissioners, who received each a hundred a-year, although the nomination was, in point of form, in the Admiralty, yet it was well known that the President of the Royal Society did, in fact, always name them. Of these I will only mention one fact. The late Sir Joseph Banks assigned to me as a reason why I need not expect to be appointed, (as he had held out to me at a former period when I had spoken to him on the subject) that I had taken a prominent part in the formation of the ASTRONOMICAL SOCIETY. I am proud of the part I did take in establishing that Society, although an undue share of its honour was assigned to me by the President. It may, perhaps, be inquired, why I publish this fact at this distance of time? I answer, that I stated it publicly at the Council of the Astronomical Society;—that I always talked of it publicly and openly at the time;—that I purposely communicated it to each succeeding President of the Royal Society; and that, although some may have forgotten the communications I made at the time, there are others who remember them well. The Secretary of the late Board of Longitude received 300L., and 200L. more, as Superintendent of the Nautical Almanac. Another situation, in the patronage of which the President is known to have considerable influence, is that of Astronomer Royal; and it is to be observed, that he is kept in the Council as much as possible, notwithstanding the nature of his duties. Of the three appointments of 100L. a-year each, which have been instituted since the abolition of the Board of Longitude, the President is supposed to have the control, thus making him quite sure of the obedience of his Council. Besides these sources of patronage, there are other incidental occasions on which Government apply to the Royal Society to recommend proper persons to make particular experiments or observations; and, although I am far from supposing that these are in many instances given to persons the second or third best qualified for them, yet they deserve to be mentioned. The achievement of one triumph after another in the matter of high speed steamships, and especially the confidence with which pledges of certain results are given and accepted long before actual trials are made, form one of the most convincing proofs of the important part which scientific methods play in modern shipbuilding. This is evident in the case of ships embodying novel or hitherto untried features, and more especially so in cases where shipbuilders, having no personal practical experience or data, achieve such results. This was notably illustrated in the case of the Fairfield Co. undertaking some five years ago to build and engine a huge craft of most phenomenal form and proportions, and to propel the vessel at a given speed under conditions which appeared highly impracticable to many engaged in the same profession. The contract was proceeded with, however, and the Czar of Russia's wonderful yacht Livadia was the result, which (however much she may have justified the professional strictures as to form and proportions) entirely answered the designer's anticipations as to speed. Equally remarkable and far more interesting instances are the Inman liners City of Paris and City of New York, in whose design there was sufficient novelty to warrant the degree of misgiving which undoubtedly existed regarding the Messrs. Thomson's ability to attain the speed required. In the case at least of the City of Paris, Messrs. Thomson's intrepidity has been triumphantly justified. An instance still more opposite to our present subject is found in the now renowned Channel steamers Princess Henrietta and Princess Josephine, built by Messrs. Denny, of Dumbarton, for the Belgian government. The speed stipulated for in this case was 20½ knots, and although in one or two previous Channel steamers, built by the Fairfield Co., a like speed had been achieved, still the guaranteeing of this speed by Messrs. Denny was remarkable, in so far as the firm had never produced, or had to do with, any craft faster than 15 or 16 knots. The attainment not only of the speed guaranteed, but of the better part of a knot in excess of that speed, was triumphant testimony to the skill and care brought to bear upon the undertaking. In this case, at least, the result was not one due to a previous course of "trial and error" with actual ships, but was distinctly due to superior practical skill, backed and enhanced by knowledge and use of specialized branches in the science of marine architecture. Messrs. Denny are the only firm of private shipbuilders possessing an experimental tank for recording the speed and resistance of ships by means of miniature reproductions of the actual vessels, and to this fact may safely be ascribed their confidence in guaranteeing, and their success in obtaining, a speed so remarkable in itself and so much in excess of anything they had previously had to do with. Confirmatory evidence of their success with the Belgian steamers is afforded by the fact that they have recently been instructed to build for service between Stranraer and Larne a paddle steamer guaranteed to steam 19 knots, and have had inquiries as to other high speed vessels. In estimating the power required for vessels of unusual types or of abnormal speed, where empirical formulæ do not apply, and where data for previous ships are not available, the system of experimenting with models is the only trustworthy expedient. In the case of the Czar's extraordinary yacht, the Livadia, already referred to, it may be remembered that previous to the work of construction being proceeded with, experiments were made with a small model of the vessel by the late Dr. Tideman, at the government tank at Amsterdam. On the strength of the data so obtained, coupled with the results of trials made with a miniature of the actual vessel on Loch Lomond, those responsible for her stipulated speed were satisfied that it could be attained. The actual results amply justified the reliance placed upon such experiments. The design of many of her Majesty's ships has been altered after trials with their models. This was notably the case in connection with the design of the Medway class of river gunboats. The Admiralty constructors at first determined to make them 110 ft. long, by only 26 ft. in breadth. A doubt arising in their minds, the matter was referred to the late Mr. Froude, who had models made of various breadths, with which he experimented. The results satisfied the Admiralty officers that a substantial gain, rather than a loss, would follow from giving them much greater beam than had been proposed, and this was amply verified in the actual ships. So long ago as the last decade of last century, an extended series of experiments with variously shaped bodies, ships as well as other shapes, were conducted by Colonel Beaufoy, in Greenland dock, London, under the auspices of a society instituted to improve naval architecture at that time. Robert Fulton, of America, David Napier, of Glasgow, and other pioneers of the steamship, are related to have carried out systematic model experiments, although of a rude kind in modern eyes, before entering on some of their ventures. About 1840 Mr. John Scott Russell carried on, on behalf of the British Association, of which he was at that time one of its most distinguished members, an elaborate series of investigations into the form of least resistance in vessels. For this purpose he leased the Virginia House and grounds, a former residence of Rodger Stewart, a famous Greenock shipowner of the early part of the century, the house being used as offices, while in the grounds an experimental tank was erected. In it tests were made of the speed and resistance of the various forms which Mr. Russell's ingenuity evolved—notably those based on the well-known stream line theory—as possible types of the steam fleets of the future. All the data derived from experiment was tabulated, or shown graphically in the form of diagrams, which, doubtless, proved of great interest to the of the British Association of that day. Mr. Russell returned to London in 1844, and the investigations were discontinued. savants It will thus be seen that model experiments had been made by investigators long before the time of the late Dr. William Froude, of Torquay. It was not, however, until this gentleman took the subject of resistance of vessels in hand that designers were enabled to render the results from model trials accurately applicable to vessels of full size. This was principally due to his enunciation and verification by experiment of what is now known as the "law of comparison," or the law by which one is enabled to refer accurately the resistance of a model to one of larger size, or to that of a full sized vessel. In effect, the law is this—for vessels of the same proportional dimensions, or, as designers say, of the same lines, there are speeds appropriate to these vessels, which vary as the square roots of the ratio of their dimensions, and at these appropriate speeds the resistances will vary as the cubes of these dimensions. The fundament upon which the law is based has recently been shown to have found expression in the works of F. Reech, a distinguished French scientist who wrote early in the century. There are no valid grounds for supposing that the discovery of Reech was familiar to Froude; but even were this so, it is abundantly evident that, although never claimed by himself, there are the best of grounds for claiming the law of comparison, as now established, to be an independent discovery of Froude's. Dr. Froude began his investigations with ships' models at the experimental tank at Torquay about 1872, carrying it on uninterruptedly until his death in 1879. Since his decease, the work of investigation has been carried on by his son, Mr. R. E. Froude, who ably assisted his father, and originated much of the existing apparatus. At the beginning of 1886, the whole experimental appliances and effects were removed from Torquay to Haslar, near Portsmouth, where a large tank and more commodious offices have been constructed, with a view to entering more extensively upon the work of experimental investigation. The dimensions of the old tank were 280 ft. in length, 36 ft. in width, and 10 ft. in depth. The new one is about 400 ft. long, 20 ft. wide, and 9 ft. deep. The new establishment is more commodious and better equipped than the old, and although the experiments are taken over a greater length, the operators are enabled to turn out results with as great dispatch as in the Torquay tank. The adjacency of the new tank to the dockyard at Portsmouth enables the Admiralty authorities to make fuller and more frequent use of it than formerly. Since the value of the work carried on for the British government has become appreciated, several experimental establishments of a similar character have been instituted in other countries. The Dutch government in 1874 formed one at Amsterdam which, up till his death in 1883, was under the superintendence of Dr. Tideman, whose labors in this direction were second only to those of the late Dr. Froude. In 1877 the French naval authorities established an experimental tank in the dockyard at Brest, and the Italian government have just completed one on an elaborate scale in the naval dockyard at Spezia. The Spezia tank, which is 500 ft. in length by about 22 ft. in breadth, is fully equipped with all the special and highly ingenious instruments and appliances which the scientific skill of the late Dr. Froude brought into existence, and have been since his day improved upon by his son, Mr. R. E. Froude, and other experts. Through the courtesy of our own Admiralty and of Messrs. Denny, of Dumbarton, the Italians have been permitted to avail themselves of the latest improvements which experience has suggested, and the construction of the special machinery and apparatus required has been executed by firms in this country having previous experience in this connection—Messrs. Kelso & Co., of Commerce Street, Glasgow; and Mr. Robert W. Munro, of London. Having briefly traced the origin and development of the system of model experiment, it may now be of interest to describe the of such experiments, and explain the way in which they are made applicable to actual ships. The models with which experiments are made in those establishments conducted on the lines instituted by Mr. Froude are made of paraffin wax, a material well adapted for the purpose, being easily worked, impervious to water, and yielding a fine smooth surface. Moreover, when done with, the models may be remelted for further use and all parings utilized. They are produced in the following manner: A mould is formed in clay by means of cross sections made somewhat larger than is actually required, this allowance being made to admit of the cutting and paring afterward required to bring the model to the correct point. Into this mould a core is placed, consisting of a light wooden framework covered with calico and coated with a thick solution of clay to make it impervious to the melted paraffin. This latter substance is run into the space between the core and the mould and allowed to cool. This space, forming the thickness of the model, is usually from ¾ in. for a model of 10 ft. long to 1¼ in. and 1½ in. for one of 16 ft. and 18 ft. long. When cold, the model is floated out of the mould by water pressure and placed bottom upward on the bed of a shaping machine, an ingenious piece of mechanism devised by the late Dr. Froude, to aid in reducing the rough casting to the accurate form. The bed of this machine, which travels automatically while the machine is in operation, can be raised or lowered to any desired level by adjusting screws. A plan of water lines of the vessel to be modeled is placed on a tablet geared to the machine, the travel of which is a function of the travel of the bed containing the model. With a pointer, which is connected by a system of levers to the cutting tools, the operator traces out the water lines upon the plan as the machine and its bed are in motion, with the result that corresponding lines are cut upon the model. The cutting tools are swiftly revolving knives which work on vertical spindles moved in a lateral direction (brought near or removed from each other), according to the varying breadth of the water lines throughout the length of the model, as traced out by the operator's pointer. In this way a series of longitudinal incisions are made on the model at different levels corresponding to the water lines of the vessel. The model is now taken from the bed of the machine and the superfluous material or projection between the incisions is removed by means of a spokeshave or other sharp hand tool, and the whole surface brought to the correct form, and made fair and smooth. modus operandi To test accuracy of form, the weight of model is carefully taken, and the displacement at the intended trial draught accurately determined from the plan of lines. The difference between the weight of model and the displacement at the draught intended is then put into the bottom of the model in the form of small bags of shot, and by unique and very delicately constructed instruments for ascertaining the correct draught, the smallest error can at once be detected and allowed for. The models vary in size from about one-tenth to one-thirtieth of the size of the actual ship. A model of the largest size can be produced and its resistance determined at a number of speeds in about two days or so. The mode of procedure in arranging the model for the resistance experiment, after the model is afloat in the tank at the correct draught and trim, consists in attaching to it a skillfully devised dynamometric apparatus secured to a lightly constructed carriage. This carriage traverses a railway which extends the whole length of the tank about 15 in. or 18 in. above the water. The floating model is carefully guided in its passage through the water by a delicate device, keeping it from deviating either to the right or left, but at the same time allowing a free vertical and horizontal motion. The carriage with the model attached is propelled by means of an endless steel wire rope, passing at each end of the tank around a drum, driven by a small stationary engine, fitted with a very sensitive governor, capable of being so adjusted that any required speed may be given to the carriage and model. The resistance which the model encounters in its passage through the water is communicated to a spiral spring, and the extension this spring undergoes is a measure of the model's resistance. The amount of the extension is recorded on a revolving cylinder to a much enlarged scale through the medium of levers or bell cranks supported by steel knife edges resting on rocking pieces. On the same cylinder are registered "time" and "distance" diagrams, by means of which a correct measure of the speed is obtained. The time diagram is recorded by means of a clock attached to an electric circuit, making contact every half second, and actuating a pen which forms an indent in what would otherwise be a straight line on the paper. The distance pen, by a similar arrangement, traces another line on the cylinder in which are indents corresponding to fixed distances of travel along the tank, the indents being caused by small projections which strike a trigger at the bottom of the carriage as it passes, and make electric contact. From these time and distance diagrams accurate account can be taken of the speed at which the model and its supporting carriage have been driven. Thus on the same cylinder is recorded graphically the speed and resistance of the model. The carriage may be driven at any assigned speed by adjusting the governor of the driving engine already alluded to, but the record of the speed by means of the time and distance diagrams is more definite. When the resistances of the model have been obtained at several speeds, varying in some cases from 50 to 1,000 feet per minute, the speeds are set off in suitable units along a base line, and for every speed at which resistance is measured, the resistance is set off to scale as an ordinate value at those speeds. A line passing through these spots forms the "curve of resistance," from which the resistance experienced by the model at the given trial speeds or any intermediate speed can be ascertained. The resistance being known, the power required to overcome resistance and drive the actual ship at any given speed is easily deduced by applying the rule before described as the law of comparison.— The Steamship. The planing machine, next to the saw, is perhaps the most important agent for the conversion and manipulation of wood in use; and before proceeding to consider it, in its present form, says the author of this article, Mr. F.H. Morse, in the , it may not be out of place to notice briefly its origin and history. Northwestern Lumberman The first man to employ power in the operation of smoothing the surface of wood was Sir Samuel Bentham, of London, England, and to him belongs the honor of having discovered the principle upon which all planing machines operate. A brief personal notice of this remarkable inventor will serve to show under what circumstances the planing machine originated. His education was secured at the Westminster school of London, and, as far as can be ascertained from the meager records of his life that have come down to us, was of the most thorough kind, both classical and scientific, that could be obtained at that time (1770). When his education was finished, he was bound to the master shipwright of the Woolwich dockyard, to whom he served an apprenticeship of seven years, acquiring in that time a practical knowledge of the methods of working in both wood and iron then in vogue, and receiving the best scientific instruction that the development of that period afforded. After his term of apprenticeship had expired, he spent about two years in looking up the local peculiarities of other shipyards whose methods of working differed in some respects from those of the Woolwich mechanics. In 1779 he was ordered by the government to examine into the progress of shipbuilding in Northern Europe, and in carrying out this commission he repaired to Russia, where he invented the first machine for planing wood. Its mode of operation, whether reciprocating or rotating, it is impossible to ascertain positively, but the conclusion arrived at, after referring to the specifications of his first patent, which was issued in 1791, is that it worked upon the former principle by means closely analogous to the operation of planing by hand. He seems to have made no use of his venture in Russia, though he resided there several years and filled several important positions under the Russian Government. He returned to his native country in 1791 and joined his brother, Jeremy Bentham, who had at that time just received an appointment from the government to introduce industrial prisons in England. To utilize the unskilled labor of the convicts, the talents of Sir Samuel were called into use, and he devised a number of new machines, the greater part of which were for working wood. For want of a more suitable place, these machines were constructed at the residence of Jeremy Bentham, which was thus converted into the first manufactory for woodworking machines. This factory was established in 1794, but was soon found to be too small for the purpose, and another building was occupied. In a lecture before the Society of Arts, in 1853, Professor Willis, referring to the shops of the Benthams, stated that "there were constructed machines for all general operations in woodwork, including planing, molding, rebating, grooving, mortising, and sawing, both in coarse and fine work, in curved, winding, and transverse directions, and shaping wood in complicated forms; and further, as an example, that all parts of a highly finished window sash are prepared, also all parts of an ornamented carriage wheel were made so that nothing remained to be done by hand but to put the component parts together." In 1797 the Admiralty consented to the introduction of such of these machines as could be used to advantage in the different dockyards, and they were manufactured under the direction of Jeremy Bentham, and forwarded from time to time to Portsmouth and Plymouth, where they were used with good results, performing all that was claimed for them. Bentham was joined in 1810 by another genius (formerly in the employ of the brothers) by the name of Brunel, who had invented several valuable machines, among which was one for shaping block shells, which seems to have had Bentham's indorsement. As Inspector General, in 1803, Sir Samuel advised the Admiralty to introduce many of his new machines, and also to permit the use of steam engines; accordingly, the dockyards were fitted with engines for sawing, planing, boring, tenoning, mortising, etc. The labor saved by their use can be inferred from the fact that Brunel, who had assisted in their construction, received as a premium for his inventions the amount saved in the yards by their use in one year, which reached the respectable sum of $80,000. In the same year the government settled with Jeremy Bentham, after arbitration, and allowed him for machines furnished the yards and prisons, $100,000. We learn from testimony given before the arbitrators that "Sir Samuel Bentham prepared a system of machinery for the employment of men without skill, and particularly with a view to utilizing convict labor. In 1793 patents were taken out on these inventions to secure their exclusive use for the prisons." The testimony states that no skill was required in the use of these machines; they were introduced into the dockyards and worked by common laborers. It was claimed that nine tenths of the labor was saved by the use of Bentham's machines, which proves that they were at least effective, which cannot be said in all cases of those of modern manufacture. The patent of Bentham, issued in 1793, is doubtless one of the most remarkable ones ever issued, both for the importance of the inventions it protected and the clearness with which they and the principles on which they operated are described. Richards, in referring to that section of this patent which relates to rotary tools for woodcutting, quotes the inventor as saying: "The idea of adapting the rotative motion of a tool with more or less advantage, to give all sorts of substances any shape that may be required, is my own, and, as I believe, entirely new." For those not skilled in nor acquainted with the nature and extent of the various operations in wood conversion which come under the head of shaping with rotary cutters, it will be difficult to convey an idea of the invention here set forth; it includes, indeed, nearly all operations in woodworking, and as an original invention may be said to consist in the discovery of the fact that flat surfaces, or surfaces of any contour, can be properly prepared by the action of rotating tools. It is not to be wondered at that such an operation should not have been sooner discovered, for even at the present time there are few processes in treating material which seem so anomalous as that of planing a flat surface with cutters revolving in a circle of a few inches in diameter. In reference to planing mouldings, it is said: "If the circumference of a circular cutter be formed in the shape of any moulding, and projecting above the bench no more than necessary, the piece being shoved over the cutter will thus be cut to a moulding corresponding to the cutter—that is, the reverse of it, just as a plane iron cuts the reverse. If a plane cutter, such as that above spoken of for cutting a groove in the breadth of a piece, be made so thick, or, as we might be apt to say now, so broad, or so long, as to cover the whole breadth of the piece, it will present the idea of a roller. This I call a cutting roller; it maybe employed in many cases with great advantage to perform the office of a plane." The cutting roller of Bentham is the present cutter block of England, or the cutting cylinder of America, and after what has been quoted it may be seen that the idea of rotary planing and moulding machines had been fully grasped by Bentham. He goes on as usual to the various conditions which attach to the process of planing, and says further: "if a cutting roller of this sort be placed with its axis horizontal and the bench beneath, it may be made to rise and lower. The bench (machine) may be very readily adjusted, so as to determine the thickness to which a piece will be reduced by being passed under the roller." "To gain time, cutters may be applied to different sides of a piece at once, and such of them as make parallel cuts may be mounted on the same spindle." These extracts would not be out of place in an explanatory lecture or essay on woodcutting at the present day, and cannot help awakening surprise that they should have been written eighty-three years ago, when there had, so far as we know, been no precedents, nor even suggestions from previous practice. The foregoing shows that nearly all the fundamental principles, upon which woodcutting by machinery in its present development depends, were familiar to Sir Samuel Bentham, and though his name has been almost forgotten, it may be safely asserted that he gave to the world more useful inventions than any other man of his age. His work shows throughout a constant method and system of reasoning, which point rather to a life of persistent labor than to one of what would ordinarily be called genius. That latter quality he must certainly have possessed in the highest degree, for without it even his knowledge and experience could not have been equal to the work he accomplished. Directed to different ends, his talent and genius would doubtless have secured for him a fame that would live for years, though it does not seem possible that he could have conferred upon the world a greater benefit. Although the number of situations to which persons conversant with science may hope to be appointed, is small, yet it has somewhat singularly happened, that instances of one individual, holding more than one such appointment, are frequent. Not to speak of those held by the late Dr. Young, we have at present:— MR. POND—Astronomer Royal, Inspector of Chronometers, and Superintendent of the Nautical Almanac. CAPTAIN SABINE—An officer of artillery on leave of absence from his regiment; Secretary of the Royal Society; and Scientific Adviser of the Admiralty. MR. BRANDE—Clerk of the Irons at the Royal Mint; Professor of Chemistry at the Royal Institution; Analyser of Rough Nitre, &c. to the East-India Company; Lecturer on Materia Medica, Apothecaries' Hall; Superintending Chemical Operator at ditto; Lecturer on Chemistry at ditto; Editor of the Royal Institution Journal; and Foreign Secretary to the Royal Society. One should be led to imagine, from these unions of scientific offices, either that science is too little paid, and that gentlemen cannot be found to execute the offices separately at the salaries offered; or else, that it is too well paid, since each requires such little attention, that almost any number can be executed by one person. The Director of the Royal Observatory has a larger and better collection of instruments, and more assistants to superintend, than any other astronomer in the world; and, to do it properly, would require the almost undivided attention of a man in the vigour of youth. Nor would a superintendent of the Nautical Almanac, if he made a point of being acquainted with every thing connected with his subject, find his situation at all a sinecure. Slight as are the duties of the Foreign Secretary of the Royal Society, it might have been supposed that Mr. Brande would scarcely, amongst his multifarious avocations, have found time even for them. But it may be a consolation to him to know, that from the progress the Society is making, those duties must become shortly, if they are not already, almost extinct. Doubtless the President, in making that appointment, looked most anxiously over the list of the Royal Society. He doubtless knew that the Academics of Sweden, of Denmark, of Scotland, of Prussia, of Hanover, and of France, derived honour from the discoveries of their Secretaries;—that they prided themselves in the names of Berzelius, of Oersted, of Brewster, of Encke, of Gauss, and of Cuvier. Doubtless the President must have been ambitious that England should contribute to this galaxy of glory, that the Royal Society should restore the lost Pleiad [Pleiades, an assemblage of seven stars in the neck of the constellation Taurus. But he could discover no kindred name amongst the ranks of his supporters, and forgot, for a moment, the interest of the Society, in an amiable consideration for the feelings of his surrounding friends. As warfare evolves from sticks and stones to nuclear armaments and beyond, digital tools like scamming and social media offer novel and significant impacts on the battlefield. New digital tactics, techniques, and procedures (TTPs) developed by Ukraine in response to Russia’s February 2022 incursion mark the beginning of social media warfare, characterized not just by cyber confrontations but how the digital translates into action on the battlefield. The use of digital platforms will only grow and further expose how these technologies can both aid and compromise military efforts in modern warfare. Russia’s experience with Ukrainian-leveraged digital assets serves as a cautionary tale for both individuals and militaries about the perils and possibilities inherent in our connected world. As (IW) gains prominence in modern military strategy, the role of digital tools like social media and cyber-enabled scamming cannot be overstated. Social media platforms serve as an ideal ecosystem for executing a wide range of IW activities, from disinformation campaigns aimed at sowing division among enemy lines to civil-military operations that gauge public sentiment and build community relations. In the digital world, the battlefront’s traditional geographic confinement disappears, and the environment is persistently dynamic. irregular warfare Digital tools are particularly potent for small-scale, non-state actors who might not have the resources for traditional warfare but can nevertheless exert a significant impact through well-coordinated online campaigns, such as Ukrainian activists who use scamming techniques to convince to firebomb their own military offices. In the age of IW, the power dynamics on the battlefield are no longer solely determined by physical might; the impact of influence and information will continue to grow and allow for certain aspects of warfare to be crowdsourced, with ordinary civilians taking on a more prominent role in the era of irregular warfare. Russians The challenges faced by Ukraine on the battlefield have provided invaluable lessons for military strategists regarding and the . “Once the war is over, we will definitely write a textbook,” Vice-Admiral Oleksiy Neizhpapa, the head of Ukraine’s navy, “And we’ll send it to all the NATO military academies.” Ukraine is already applying many recently learned lessons with new digitally-enabled TTPs. Some soldiers inadvertently disclosed their tactical locations through images while seeking companionship. One woman ingeniously two Tinder accounts, setting a different location near the border for each account and, referencing the difference between locations of shared matches, “triangulate(d) the exact locations of her matches.” As a result, she reported over seventy such profiles and their locations to Ukrainian authorities. Tinder dating app profiles fake profiles employed devised a ruse using fake profiles of appealing women across multiple social media platforms, such as Telegram, to ensnare Russian soldiers stationed near Melitopol. According to the , the Russian soldiers were persuaded to share photos of themselves on duty. Upon receiving these images, the hackers pinpointed their origin to a secluded Russian military base near Melitopol in southern Ukraine. This intelligence was subsequently relayed to the Ukrainian military, leading to an assault on the base days later. Ukrainian hackers Financial Times On Russian Navy Day in July 2023, Ukrainian hackers targeted Russian sailors by sending them a video with good “wishes” via apps. According to the Ukrainian military’s Main Directorate of Intelligence (HUR), these videos depicted Ukrainian drones and missiles attacking Russian warships, including the . In addition to any potential psychological impact of the footage, the message contained malware that provided the hackers with access to the sailors’ phone data, subsequently transferring confidential information to Ukrainian servers. Most sailors unwittingly expressed gratitude before opening the deceptive video. messaging Moskva cruiser Activists use scamming techniques to target Russia's military infrastructure and offices. Russian officials attribute a series of at their recruitment centers to “phone scammers” who specifically target the elderly to attack Russian army recruitment offices. According to Russian intelligence services, scammers target vulnerable citizens “who found themselves in difficult circumstances and are easy to influence.” By convincing them to take out a loan or share their bank details, they are subsequently convinced to attack a recruitment office in an attempt to recover their losses. For example, in Russian-occupied Crimea, scammers duped a schoolteacher into throwing a flammable object at a recruitment office. Similarly, in St. Petersburg, a 66-year-old woman was lured into taking out a loan with the false promise that her debt would be cleared if she attacked a with a Molotov cocktail. Digital scammers do not only target the elderly. Teenagers in Russia, who claim they are not aware of who their financier may be, were recruited via to ignite railway junction boxes in exchange for money. fire-bombings recruitment office social media The rising significance of open-source intelligence (OSINT) In August 2022, the Wagner group faced an attack in Popasna, Ukraine. A local pro-Russian journalist inadvertently the Wagner base’s location through images shared on Telegram. One such image, now removed, disclosed the base’s exact address. Armed with this information, Ukrainian forces demolished the site. A Ukrainian official hinted that the strike’s precision was possibly aided by the shared Telegram images. This incident epitomizes how social media-derived open-source intelligence (OSINT, information procured from public sources) is strategically leveraged in the ongoing Russo-Ukrainian war. revealed When location-based apps lead to physical attacks In March 2017, a Royal Navy member’s run inside His Majesty’s Naval Base, Clyde (HMNB Clyde), a high-security base housing the UK’s nuclear deterrent, was tracked via the , leading to concerns about revealing sensitive military locations. has shown that data from fitness apps might inadvertently reveal the locations of hidden military bases by mapping consistent exercise patterns and patrol paths within or around such bases. These apps, which often connect to devices such as Fitbits and Garmin watches, allow users to log their exercise routes. A feature designed for friendly competition might unintentionally expose the precise activities and identities of staff within high-security military zones. Strava’s user agreement highlights that unless data-sharing settings are restricted, user activity can be accessed by anyone online, including details like distance, runtime, and maps of routes. Le Monde , a Ukrainian government app originally designed to facilitate access to public services, was repurposed for wartime efforts. It enables Ukrainians to both report the presence of Russian soldiers in their vicinity and manage tasks like uploading tax returns, renewing passports or providing students with bus fare discounts. Among its features is the “e-Enemy” function, which lets Ukrainian citizens about Russian troop movements, providing invaluable data to the Ukrainian military for strategizing their defense and countermeasures.           Lieutenant-Governor Ellyson, of Virginia, in introducing Mr.
          Clemens, said:

          “The people have come here to bring a tribute of affectionate
          recollection for the man who has contributed so much to the
          progress of the world and the happiness of mankind.”  As Mr.
          Clemens came down to the platform the applause became louder
          and louder, until Mr. Clemens held out his hand for silence.
          It was a great triumph, and it was almost a minute after the
          applause ceased before Mr. Clemens could speak.  He attempted
          it once, and when the audience noticed his emotion, it cheered
          again loudly. LADIES AND GENTLEMEN,—I am but human, and when you, give me a reception like that I am obliged to wait a little while I get my voice. When you appeal to my head, I don’t feel it; but when you appeal to my heart, I do feel it. We are here to celebrate one of the greatest events of American history, and not only in American history, but in the world’s history. Indeed it was—the application of steam by Robert Fulton. It was a world event—there are not many of them. It is peculiarly an American event, that is true, but the influence was very broad in effect. We should regard this day as a very great American holiday. We have not many that are exclusively American holidays. We have the Fourth of July, which we regard as an American holiday, but it is nothing of the kind. I am waiting for a dissenting voice. All great efforts that led up to the Fourth of July were made, not by Americans, but by English residents of America, subjects of the King of England. They fought all the fighting that was done, they shed and spilt all the blood that was spilt, in securing to us the invaluable liberties which are incorporated in the Declaration of Independence; but they were not Americans. They signed the Declaration of Independence; no American’s name is signed to that document at all. There never was an American such as you and I are until after the Revolution, when it had all been fought out and liberty secured, after the adoption of the Constitution, and the recognition of the Independence of America by all powers. While we revere the Fourth of July—and let us always revere it, and the liberties it conferred upon us—yet it was not an American event, a great American day. It was an American who applied that steam successfully. There are not a great many world events, and we have our full share. The telegraph, telephone, and the application of steam to navigation—these are great American events. To-day I have been requested, or I have requested myself, not to confine myself to furnishing you with information, but to remind you of things, and to introduce one of the nation’s celebrants. Admiral Harrington here is going to tell you all that I have left untold. I am going to tell you all that I know, and then he will follow up with such rags and remnants as he can find, and tell you what he knows. No doubt you have heard a great deal about Robert Fulton and the influences that have grown from his invention, but the little steamboat is suffering neglect. You probably do not know a great deal about that boat. It was the most important steamboat in the world. I was there and saw it. Admiral Harrington was there at the time. It need not surprise you, for he is not as old as he looks. That little boat was interesting in every way. The size of it. The boat was one [consults Admiral], he said ten feet long. The breadth of that boat [consults Admiral], two hundred feet. You see, the first and most important detail is the length, then the breadth, and then the depth; the depth of that boat was [consults again]—the Admiral says it was a flat boat. Then her tonnage—you know nothing about a boat until you know two more things: her speed and her tonnage. We know the speed she made. She made four miles—-and sometimes five miles. It was on her initial trip, on, August 11, 1807, that she made her initial trip, when she went from [consults Admiral] Jersey City—to Chicago. That’s right. She went by way of Albany. Now comes the tonnage of that boat. Tonnage of a boat means the amount of displacement; displacement means the amount of water a vessel can shove in a day. The tonnage of man is estimated by the amount of whiskey he can displace in a day. Robert Fulton named the ‘Clermont’ in honor of his bride, that is, Clermont was the name of the county-seat. I feel that it surprises you that I know so much. In my remarks of welcome of Admiral Harrington I am not going to give him compliments. Compliments always embarrass a man. You do not know anything to say. It does not inspire you with words. There is nothing you can say in answer to a compliment. I have been complimented myself a great many times, and they always embarrass me—I always feel that they have not said enough. The Admiral and myself have held public office, and were associated together a great deal in a friendly way in the time of Pocahontas. That incident where Pocahontas saves the life of Smith from her father, Powhatan’s club, was gotten up by the Admiral and myself to advertise Jamestown. At that time the Admiral and myself did not have the facilities of advertising that you have. I have known Admiral Harrington in all kinds of situations—in public service, on the platform, and in the chain-gang now and then—but it was a mistake. A case of mistaken identity. I do not think it is at all a necessity to tell you Admiral Harrington’s public history. You know that it is in the histories. I am not here to tell you anything about his public life, but to expose his private life. I am something of a poet. When the great poet laureate, Tennyson, died, and I found that the place was open, I tried to get it—but I did not get it. Anybody can write the first line of a poem, but it is a very difficult task to make the second line rhyme with the first. When I was down in Australia there were two towns named Johnswood and Par-am. I made this rhyme: “The people of Johnswood are pious and good;
               The people of Par-am they don’t care a——.” I do not want to compliment Admiral Harrington, but as long as such men as he devote their lives to the public service the credit of the country will never cease. I will say that the same high qualities, the same moral and intellectual attainments, the same graciousness of manner, of conduct, of observation, and expression have caused Admiral Harrington to be mistaken for me—and I have been mistaken for him. A mutual compliment can go no further, and I now have the honor and privilege of introducing to you Admiral Harrington.
