TLDR
Using the new tool to set up a new account, I set up an application for my own personal use in the U.S. I decided to use the tool to create a new version of the application. The process is now complete and users can download the application and use it to test their ability to use it in the next step. The next step is to create an application that can be used by anyone with the latest version of this tool.
