The EOS price feed determines the current dollar value of the collateral, which in turn is divided by the dollar value the EOSDT debt in order to calculate the collateralization ratio. If the ratio drops below the 170% minimum collateralization threshold, the owner will suffer a 20% liquidation penalty.
